In import and export trade, customs declaration and inspection often occur. Customs declaration is directed towards the customs department, while inspection and quarantine is directed towards the inspection and quarantine department. Customs and quarantine each play their respective roles and are interconnected, so there is also an internal connection between customs declaration and inspection. Customs declaration is one of the necessary steps in fulfilling customs entry and exit procedures. It refers to the process in which the person in charge of inbound and outbound transportation vehicles, the consignee or consignor of goods and items, or their agents, declare and handle relevant procedures in accordance with the law when passing through customs supervision ports. Inspection application refers to the application for inspection and appraisal procedures from the commodity inspection authorities by the production and operation departments of the products before export, or the receiving, using, or acting nuclear transportation departments of imported goods, in accordance with the provisions of the Implementation Regulations of the Import and Export Commodity Inspection Law. When applying for inspection, the applicant must fill out the "Inspection Application Form" and submit relevant materials such as sales contracts, letters of credit, and correspondence. In practical work, there are different requirements for the inspection of export goods and import goods.
Although there is only a word difference between customs declaration and inspection, there is a fundamental difference, but there is also a connection between them. Customs declaration and inspection are both processes of handling import and export customs clearance, but the object of customs declaration is the customs, and the object of inspection declaration is the inspection and quarantine department of import and export commodities. Inspection declaration precedes customs declaration. Only after the inspection by the commodity inspection department and the issuance of the customs clearance form for the imported goods, can the customs accept the customs declaration application. The process of reviewing the documents, levying taxes, and releasing goods is subsequent. Not all import and export goods need to be inspected, only goods specified by the state need to be inspected, and all import and export goods (except for built-in and green channels) need to be declared.
